What is the Mainstream Program?

The Mainstream Housing Opportunities for Persons with Disabilities Program (Mainstream Program) provides Section 8 Housing Choice Vouchers to eligible disabled families. Eligibility criteria for this program are detailed below.

Welcome to the open enrollment and pre-application process.

This process will assist you in applying for a place on the waiting list for the Mainstream Program. You may apply at any time during the online application’s open enrollment period. Upon the closing of the enrollment period, HOM will perform a random sort of all eligible applications and place applicants on the Mainstream Program waiting list.

To successfully submit a pre-application, you will need to provide the following information:

  • First and last names of all members of your household
  • Social security numbers of all members of your household
  • The total gross annual income of your household.  This includes Supplemental Security Income (SSI), wages, Social Security, TANF, child support, and any other income received
  • A valid mailing address to which we can send correspondence
  • A valid e-mail address to which we can send correspondence
  • A valid phone number at which we can contact you

Please note the following Mainstream Program eligibility criteria and other instructions:

  1. Disabled Family – Disabled family means a family whose head, spouse, or sole member is a person with disabilities. It may include two or more persons with disabilities living together, or one or more persons with disabilities living with one or more live-in aides.
  2. Person with Disabilities – Means a person who:
    1. Has a disability as defined in 42 U.S.C. 423;
    2. Is determined, pursuant to HUD regulations, to have a physical, mental or emotional impairment that:
      1. Is expected to be of long-continued and indefinite duration;
      2. Substantially impedes his or her ability to live independently; and
      3. Is of such a nature that the ability to live independently could be improved by more suitable housing conditions; or
    3. Has a developmental disability as defined in 42 U.S.C. 6001.
    4. Does not exclude persons who have the disease of acquired immunodeficiency syndrome or any conditions arising from the etiologic agent for acquired immunodeficiency syndrome;
    5. For purposes of qualifying for low income housing, does not include a person whose disability is based solely on any drug or alcohol dependence.
  3. Income Eligibility – The family’s gross annual income must be at or below the very-low income limits, as follows: (chart below is by family size)

  4. Waiting List Preference – the ABC Mainstream Program has received an allocation of twenty-two (22) HCV for those applicants who are non-elderly (ages 18 – 61) persons with disabilities who are transitioning out of institutional or other segregated settings, at serious risk of institutionalization, homeless or at risk of becoming homeless. Applicants who meet at least one of these preference categories will receive preference for placement on the waiting list. Only those applicants who meet at least one of the preference categories will be eligible for the new allocation vouchers. Those meeting one or more of these categories will also be eligible for regular Mainstream HCV.

Additional eligibility criteria require U.S. citizenship or legal immigrant status, documentation of Social Security cards for all household members, signing required consent forms and additional “suitability” criteria requiring a criminal background check for all adult household members.

Verification of families’ eligibility according to all eligibility criteria will not be performed at the time of the pre-application. The open enrollment will serve as the method for placing applicants’ pre-applications on the waiting list. A final eligibility determination will be made at the time that families approach the top of the waiting list, which may be 6 months or more from the date of the open enrollment process.

Provide accurate information. Submission of false information or misrepresentation will result in disqualification from the open enrollment process and may result in loss of eligibility to participate in the Mainstream Program.

Only one application per household. Submission of multiple applications will result in disqualification from the open enrollment process.

Upon submission of your pre-application, you will receive an e-mail confirmation that your information was received.

Applicants requiring a reasonable accommodation in order to complete this process may contact the HOM, Inc. office for a Request for Reasonable Accommodation form.  HOM, Inc. utilizes the services of Arizona Relay Services for telecommunications for the deaf via a Telecommunication Device for the Deaf (TDD).
