Risk Mitigation Guidelines

HOM recognizes that strong partnerships with property owners and operators are essential to creating safe, stable housing opportunities throughout the community. Risk mitigation funds are designed to reduce the financial risks associated with participating in eligible housing programs by providing reimbursement for certain tenant-related move-out costs and vacancy loss.

These resources help you maintain well-managed properties while supporting housing stability for program participants. HOM works with you, service providers, and program partners to address tenancy concerns early and, whenever possible, prevent issues from escalating to lease violations, property damage, or eviction.

Centralized Support

HOM provides centralized landlord support through professionals who can assist you with non-emergency concerns involving tenants participating in eligible housing programs.

Emergency situations should always be handled by calling 9-1-1.

HOM serves as a centralized point of contact for your questions and concerns and coordinates with service providers and other program partners to address issues that may put a participant’s housing stability at risk.

Risk Mitigation Funds

HOM works with you to support successful tenancies and maintain strong housing partnerships. When damages, unpaid move-out charges, or evictions occur despite intervention efforts, you may request reimbursement in accordance with these Risk Mitigation Fund Guidelines.

HOM manages risk mitigation funds to help protect you from qualifying financial losses. Subject to eligibility requirements, available funding may cover up to one month’s contract rent, in addition to any refundable security deposit, for eligible move-out charges.

Risk mitigation funding may also provide up to one month’s contract rent for eligible vacancy loss.

Coverage applies to qualifying costs associated with an eligible participant’s tenancy in a HOM-supported housing program. When applicable under program requirements, coverage may extend to one subsequent lease in the same unit for up to two years following the participant’s exit from the program.

HOM reviews submitted claims and reimburses verified, eligible costs in accordance with available funding and program guidelines.

Your Responsibilities

Risk mitigation funds are intended to reduce potential financial losses associated with a tenancy, not eliminate the ordinary risks of operating residential rental property.

As with any residential tenancy, you retain the financial responsibilities established under the Arizona Residential Landlord and Tenant Act (ARLTA) and other applicable laws.

You should continue to follow your normal risk-management practices. These may include requiring renter’s insurance when permitted and maintaining appropriate landlord or property insurance coverage.

In cases involving substantial or catastrophic loss caused during an eligible tenancy, you should follow your standard policies for addressing the loss, including filing an insurance claim when appropriate. Eligible risk mitigation funds may be used to reduce qualifying out-of-pocket losses, including an insurance deductible, subject to applicable reimbursement limits.

Reimbursement Process

Move-Out Inspections

When a tenant vacates a unit, you must request a move-out inspection within two business days of regaining possession of the unit.

The inspection request should be made to HOM or the participant’s case manager/service provider, as applicable.

HOM’s inspection team or the appropriate service provider will coordinate and complete the move-out inspection. The inspector will document the condition of the unit, including photographs, and complete the applicable move-out inspection documentation.

You must then complete and submit a Damage Claim and Vacancy Loss Worksheet within 30 calendar days of the move-out inspection.

Damage Claims

HOM provides reimbursement for eligible damage and move-out costs through available risk mitigation or program funds. Eligible reimbursements are generally limited to up to one month’s contract rent, subject to applicable program requirements and available funding.

Tenant-caused damages must be documented through a move-out inspection completed by HOM or an authorized service provider. Claims cannot be processed without the required move-out inspection and supporting documentation.

Qualifying expenses may include:

  • Tenant-caused property damage beyond normal wear and tear
  • Eligible repair or replacement costs for appliances, flooring, fixtures, or other property assets
  • Excessive cleaning costs
  • Eligible legal or eviction-related fees
  • Eligible unpaid rent or rental arrears
  • Other qualifying move-out charges permitted under the applicable program guidelines

Repair and replacement costs for appliances, flooring, and other depreciable assets may be reimbursed using applicable prorated, industry-standard rates.

All reimbursement requests are subject to HOM’s review, verification of documentation, program eligibility requirements, applicable reimbursement limits, and availability of funds.

Vacancy Loss

HOM may provide reimbursement for eligible vacancy loss of up to one month’s contract rent.

Vacancy loss is calculated based on the eligible number of days the unit remains vacant following the participant’s move-out, subject to program requirements and the maximum reimbursement amount.

HOM will determine the eligible vacancy period and reimbursement amount based on the applicable program guidelines, documentation submitted with the claim, and the effective date of the subsequent lease.

Submitting a Claim

To request reimbursement:

  1. Request a move-out inspection within two business days of regaining possession of the unit.
  2. Ensure the unit’s condition and claimed damages are documented during the move-out inspection.
  3. Complete the Damage Claim and Vacancy Loss Worksheet.
  4. Gather invoices, receipts, photographs, ledgers, lease documentation, and other supporting records applicable to the claim.
  5. Submit the completed worksheet and supporting documentation within 30 calendar days of the move-out inspection to damageclaims@hominc.com.

Claims received without required documentation may be delayed or may not be eligible for reimbursement.
