While property owners and operators are always subject to market conditions, HOM’s housing partner services are designed to make it easier for owners and operators to connect with qualified households receiving rental assistance.

As a HOM housing partner, you have access to:

  • Padmission, our internet-based listing system that makes it easy to list available units, add property details, and update availability.
  • Support from the HOM team to help you navigate the listing process, keep your information current, and connect with households looking for housing opportunities.

Our goal is to make the process simple, efficient, and supportive for property owners while helping more individuals and families find stable housing.

No. HOM is not a voucher program. HOM administers housing assistance programs and provides housing-focused services that support property owners, participants, and community partners.

Through our landlord engagement services, HOM helps strengthen housing programs by providing resources, communication, technology tools, and support that make it easier for property owners and operators to participate in housing programs.

Yes. Similar to any other prospective tenant, property owners and operators use their standard rental application process, approval procedures, and tenant screening criteria for their properties.

HOM helps connect property owners with households receiving rental assistance who are searching for available housing opportunities. Property owners maintain their normal screening and leasing practices throughout the process.

HOM uses Padmission, an internet-based listing system that helps connect available rental units with households and housing professionals searching for housing opportunities.

Property owners can use Padmission to:

  • List available properties and units.
  • Provide important details such as location, rent amount, unit size, amenities, and availability.
  • Update vacancy information as units become available or are leased.

The HOM team provides support to help property owners create listings, update information, and make the most of the platform.

Padmission is one of the tools HOM uses to simplify communication between property owners, housing programs, and households seeking housing.

Homeward Durham is a community-wide initiative focused on helping people experiencing homelessness move into safe, stable housing and remain successfully housed. Flexible Housing Administration helps support this effort by coordinating housing resources, rental assistance, and partnerships across Durham’s homelessness response system.

As a Flexible Housing Administrator, HOM works with participants, property owners and operators, housing stabilization case management providers, and community partners to help make the housing process more coordinated and effective.

Through Flexible Housing Administration, HOM helps:

  • Connect eligible households with available housing opportunities.
  • Administer rental assistance and other approved housing-related financial assistance.
  • Coordinate leasing, move-in, and ongoing tenancy processes.
  • Work with housing stabilization case management providers to support housing stability.
  • Build and maintain relationships with property owners and operators throughout Durham.

For participating property owners and operators, HOM provides support throughout the leasing and tenancy process, including coordination of approved payments, communication with housing partners, and assistance navigating program requirements.

By bringing housing resources, property partners, and service providers together, Homeward Durham and Flexible Housing Administration help create a more coordinated path from homelessness to stable housing.

HOM has a team dedicated to supporting property owners and housing partners. Our team can help answer questions related to payments, program requirements, tenant concerns, documentation, and coordination with housing stabilization case management providers and community partners.

If a concern arises during a tenancy, please contact HOM as soon as possible so our team can help identify next steps.

In the event of an emergency, property owners should follow their standard safety and emergency procedures, just as they would with any other tenant. HOM does not expect property owners or managers to serve as crisis responders or service providers.

If a property owner is eligible for available risk mitigation protections under an applicable housing program, claims can be submitted through HOM’s established process.

To submit a claim, complete the required documentation and provide any supporting information requested by HOM. A member of the HOM team will review the submission and follow up regarding next steps.

HOM’s housing partner support team is available to assist property owners with questions related to program requirements, payments, tenancy concerns, and coordination with community partners.

If you have a concern, contact the HOM team so we can help provide guidance and determine the appropriate next steps.

For emergencies involving health or safety concerns, please use your property’s standard emergency procedures and contact the appropriate emergency services when needed.

Thank you for helping expand housing opportunities in our communities. Property owners and managers play an important role in creating more housing options for individuals and families.

If you know another property owner or housing provider who may be interested in partnering with HOM, please direct them to our housing partner contact form or invite them to learn more about joining the HOM housing partner network.
