Housing Saturation Update: What It Means for Your Property

We’re reaching out to share an important update regarding housing saturation in our programs; a topic we’ve discussed in our resources and blog, What Is Saturation (and Oversaturation) in Homeless Housing, which explains how an imbalance of supportive housing units in a single location can affect communities, services, and resident experience.

Why Saturation Matters

Housing saturation refers to the concentration of individuals with similar needs (e.g., supportive housing participants) within a particular property or neighborhood. While providing supportive housing is a critical part of ending homelessness, concentrated placement without thoughtful balance can inadvertently:

  • Strain service providers and neighborhood resources, diminishing the quality of personalized support.
  • Reinforce stigmatization of communities or properties.
  • Limit housing opportunities for others in the broader rental market.

Our goal, and yours, is to maintain thriving, diverse communities where every tenant has the best chance to succeed and feel a sense of belonging.

New Saturation Guidelines

To support this shared goal, HOM is implementing updated saturation guidelines that will help ensure a balanced distribution of housing participants across properties.

  • Our goal for saturation thresholds will be 25%, as best practice.

This threshold is designed to support healthy housing ecosystems while preserving landlord flexibility and property performance. We are confident that consistent application of this guideline will enhance resident integration and reduce potential concentration effects.

Implementation & Support

We understand that these adjustments may involve planning and coordination. Our team is here to support you every step of the way. Here’s how we’ll partner with you:

  • Saturation Monitoring: HOM can share updates at any time the information is requested by the property so you have a clear view of your property’s status.
  • Leasing Support: Our Landlord Support Specialists are available to assist with balance property occupancy goals and program participation.
  • Open Communication: If your property approaches or exceeds recommended thresholds, we will reach out collaboratively to discuss next steps and options.
  • Current Tenancies: For properties that currently exceed saturation guidelines, HOM will not require tenants to move, but HOM will hold off on leasing to new tenants until the property falls below the expected saturation level.[
