As we expand these efforts to Los Angeles, we are excited to announce Carlos Gonzalez as our new Senior Vice President of Housing (SVPH). With his extensive expertise and passion for transformative change, Carlos is poised to lead HOM into a new era of impact in one of the nation’s most critical housing landscapes. 

The Senior Vice President of Housing role is a pivotal step in HOM’s growth. Designed to focus on the strategic and operational leadership of our Los Angeles centralized financial assistance administration for the Los Angeles Housing Services Authority’s (LAHSA) Time Limited Subsidies (TSL) program. Carlos will oversee the development of our fiscal agency, oversee financial operations, and foster stakeholder collaboration, advancing HOM’s commitment to ending homelessness through efficient, innovative administration of centralized rental subsidy payments. 

Getting to Know Carlos Gonzalez 

Carlos brings a wealth of experience and a people-centered approach to HOM. His career is defined by creating sustainable housing solutions and fostering collaboration to address systemic challenges. 

Before joining HOM, Carlos served as CEO of Homes 4 Families, where he led a $6 million agency focused on empowering low-income veterans and families through homeownership. Under his leadership, the agency expanded its impact, strengthening financial stability and delivering comprehensive support services. 

Previously, as Chief Operating Officer at A Community of Friends (ACOF), Carlos managed a $14 million budget and oversaw the development of nearly 600 permanent supportive housing units for formerly homeless veterans. His strategic vision extended ACOF’s reach across Southern California, showcasing his ability to scale impactful programs. 

Carlos’s 13 years at PATH (People Assisting the Homeless) further honed his expertise. As a key executive, he launched the Veterans Connections department, housing over 1,500 veterans annually, and grew PATH into a statewide agency with over 800 staff. His ability to build partnerships and deliver results makes him an ideal leader for HOM’s Los Angeles initiatives. 

The Future of Housing at HOM 

As Senior Vice President of Housing, Carlos will focus on key priorities to advance HOM’s mission. His leadership of the centralized administration of LAHSA’s TLS programs, ensuring timely and accurate distribution of rental subsidies while maintaining fiscal integrity. By reviewing collaborating with LAHSA and provider partners, Carlos will identify opportunities to optimize operations and enhance program effectiveness. 

Team development is a cornerstone of Carlos’s leadership. He is committed to fostering a culture of growth and empowerment, equipping HOM’s Los Angeles team with the tools and training needed to excel. Through mentorship and professional development, he will build a high-performing team dedicated to serving the needs of TLS program providers. 

Innovation will also drive Carlos’s approach. He will leverage data-driven insights and best practices to develop creative housing solutions, ensuring HOM remains a leader in addressing homelessness. By aligning initiatives with HOM’s long-term goals, Carlos will position the organization for sustained impact. 

Beyond operations, Carlos will serve as a key advocate for housing policy reform. His deep knowledge of federal, state, and local regulations, including HUD funding streams and California’s Tenant Protection Act of 2019, equips him to strengthen partnerships with LAHSA and other stakeholders, pushing for policies that promote housing accessibility and affordability. 

Strengthening Community Partnerships and Advocacy 

Collaboration is at the heart of HOM’s Los Angeles expansion. Carlos will foster strong relationships with local governments, nonprofits, and housing providers to create a comprehensive support system for individuals experiencing homelessness. His strategic partnerships will enhance HOM’s role as a trusted fiscal agent for LAHSA’s TLS programs, ensuring efficient and equitable service delivery. 

As an advocate, Carlos will engage with policymakers and community leaders to champion initiatives that expand affordable housing and protect tenant rights. His experience in financial analysis and program management positions him as a powerful voice in shaping homelessness prevention and housing reform in Los Angeles.
