No. HOM is not a voucher program. HOM administers housing assistance programs and provides housing-focused services that support property owners, participants, and community partners.

Through our landlord engagement services, HOM helps strengthen housing programs by providing resources, communication, technology tools, and support that make it easier for property owners and operators to participate in housing programs.

Yes. Similar to any other prospective tenant, property owners and operators use their standard rental application process, approval procedures, and tenant screening criteria for their properties.

HOM helps connect property owners with households receiving rental assistance who are searching for available housing opportunities. Property owners maintain their normal screening and leasing practices throughout the process.

HOM uses Padmission, an internet-based listing system that helps connect available rental units with households and housing professionals searching for housing opportunities.

Property owners can use Padmission to:

  • List available properties and units.
  • Provide important details such as location, rent amount, unit size, amenities, and availability.
  • Update vacancy information as units become available or are leased.

The HOM team provides support to help property owners create listings, update information, and make the most of the platform.

Padmission is one of the tools HOM uses to simplify communication between property owners, housing programs, and households seeking housing.

Rapid Rehousing (RRH) is a housing assistance program designed to help individuals and families experiencing homelessness quickly move into permanent housing and achieve housing stability.

Unlike Permanent Supportive Housing, which serves individuals with the highest and most intensive housing and service needs, Rapid Rehousing provides short-term rental assistance and supportive services to households that need temporary assistance to regain stability.

Through Rapid Rehousing programs:

  • Participants receive rental assistance and supportive services from housing stabilization case management providers and community service partners.
  • Participants contribute toward rent and utilities based on their income and applicable program guidelines.
  • Rental assistance gradually decreases as participants increase income and move toward self-sufficiency.

For participating property owners and operators, HOM provides:

  • The remaining portion of approved contract rent paid directly to the property owner or operator.
  • Support throughout the leasing and tenancy process.
  • Coordination with housing partners and service providers when needed.
