Before the Housing Search: Program Entry
Before a participant begins searching for housing, they have already completed several steps to enter a HOM-assisted housing program. Depending on the program, the process may include:
Referral
Participants are referred to an appropriate housing program through community partners or established referral systems.
Eligibility
Program eligibility is reviewed based on the requirements of the specific housing program.
Waitlist or Enrollment
Eligible participants may enter a program waitlist or proceed to enrollment based on program requirements and availability.
Briefing & Intake
Participants complete required intake activities and receive information about their housing assistance, responsibilities, and next steps.
Housing Search
Once ready to search for housing, participants begin identifying available homes that meet program requirements and their individual needs.

Approve a Tenancy
Property owners continue to use their standard rental application, screening criteria, and leasing policies. HOM verifies eligibility for the applicable housing program and rental assistance; property owners determine whether an applicant meets their property’s rental criteria.
Important: HOM does not conduct credit checks or criminal background checks as part of determining program eligibility. Property owners should follow their own established screening policies and applicable fair housing requirements.
Once an applicant is approved by the property owner, a Request for Tenancy Approval (RFTA) is submitted to begin the lease-up process.
The RFTA includes:
- Lease information
- Payment information
- Rent reasonableness documentation
- Required program forms
HOM team members will review the submission and coordinate the appropriate next steps. Depending on the housing program and the assistance needed, different HOM team members may work directly with the property owner throughout lease-up.
Inspections
Before rental assistance can begin, the unit must successfully complete the inspection required by the applicable housing program.
The inspection helps ensure the home is safe, decent, and meets applicable requirements before move-in. Recurring inspections may also be conducted to verify continued compliance, with additional inspections scheduled when required.

Move-In
After the lease is executed and all program requirements have been completed, rental assistance begins.
Program benefits may include:
- Rental assistance paid directly to the property owner through direct deposit.
- Reliable monthly payments in accordance with program requirements.
- Participants contributing the portion of rent required under their housing program.
- Adjustments to rental assistance when participant income or circumstances change, in accordance with program guidelines.
Direct deposit provides fast, secure, and dependable payment processing.
During the Tenancy
Long-term housing success depends on ongoing collaboration between property owners, participants, HOM, and community partners.
Participants receive rental assistance through HOM, while supportive services are provided by partner agencies based on the participant’s program and individual needs.
Property owners also receive ongoing support from HOM throughout the tenancy. Our team is available to answer questions, coordinate with partner agencies when appropriate, and help address tenancy concerns before they become larger issues.
Move-Out
When a tenancy ends, HOM works with property owners to help ensure a smooth transition.
If an eligible tenancy qualifies for available risk mitigation protections under the applicable housing program, property owners may submit the required documentation for review in accordance with current program guidelines.
