Get Started as a HOM Housing Partner

Thank you for partnering with HOM to expand housing opportunities for individuals and families in our communities. Our team works with Arizona property owners and managers to simplify the leasing process, coordinate rental assistance, and provide support throughout the tenancy.

Owner & Operators Onboarding

Getting started is easy. Follow these steps to become a HOM housing partner and lease your available units to program participants.

List and maintain your available properties and units through Padmission Connect so HOM, our housing partners, and eligible participants can find current housing opportunities.

Keeping your listings up to date helps connect prospective residents with available units and can help expedite the lease-up process.

Include information such as:

  • Property address
  • Unit size and bedroom count
  • Monthly rent
  • Move-in costs
  • Amenities
  • Pet policies
  • Availability date
  • Contact information

 

Use your company’s standard rental application, tenant screening criteria, and approval process when considering a HOM-assisted applicant, just as you would with any other prospective resident.

Property owners and managers are responsible for determining whether an applicant meets their standard tenant selection criteria.

HOM determines whether an applicant is eligible to receive rental assistance under the applicable housing program; HOM does not screen applicants for suitability for tenancy.

All applicant screening and tenant selection practices must comply with applicable Fair Housing laws and other legal requirements.

Once you approve the applicant, the next step is to complete the Request for Tenancy Approval (RFTA) process.

Important: Wait until the RFTA has been processed and the unit has passed its required inspection before signing the lease.

Once you have approved an applicant, complete and submit the Request for Tenancy Approval (RFTA) and required supporting documents. The RFTA provides HOM with the information needed to review the proposed tenancy, establish payment information, and confirm the rent and lease details.

The RFTA process may include:

  • Request for Tenancy Approval (RFTA) – provides proposed lease and tenancy information
  • Lease Details & Rent Reasonableness Information – provides information HOM needs to review the proposed rent
  • Request for Taxpayer ID – provides the owner/payee information needed for payment and tax reporting
  • Direct Deposit (ACH) Authorization – establishes electronic rental assistance payments; include a voided check as instructed on the form
  • Lead Warning Statement, when applicable
  • Any additional program-specific documentation

Submit the completed RFTA packet to rfta@hominc.com.

After submission, your Landlord Support Specialist will work with you to process the tenancy and address questions or missing information.

Helpful Tip: Your Landlord Support Specialist is the primary point of contact for the individual tenancy and helps coordinate the RFTA, inspection, lease-up, service provider communication, and other tenancy-related needs.

Before move-in, the unit must successfully complete the inspection required by the applicable housing program. Your Housing Specialist will work with HOM’s Inspection Department to coordinate the inspection.

Preparing the unit in advance can help prevent delays and increase the likelihood of passing the first inspection.

Before the inspection:

  • Make sure all utilities, including electricity, gas, and water, are turned on.
  • Make sure all elements and amenities provided with the unit operate as designed.
  • Review the HOM Housing Quality Standards (HQS) Inspection Tip Sheet and conduct your own walkthrough before the scheduled inspection.
  • Address known health, safety, maintenance, or habitability concerns before the inspector arrives.

After the tenancy has been approved and the unit has passed inspection, HOM will work with you to finalize the documents needed for move-in.

This may include:

  • Signing and submitting the lease
  • Executing a Housing Assistance Payments (HAP) Contract or Rental Assistance Agreement, as applicable
  • Finalizing rental assistance and payment information
  • Confirming the resident’s portion of the rent
  • Coordinating the move-in date

The HOM participant is the leaseholder and is responsible for complying with the lease just like any other resident. Depending on the program and household income, the resident may be responsible for a portion of the monthly rent and utilities. HOM pays the applicable rental assistance directly to the owner/operator according to program requirements.

Rental assistance payments are made by direct deposit.

HOM will work with you throughout lease-up to help make the transition into the new home as smooth as possible.

Our partnership does not end at move-in. HOM provides ongoing support to property owners and managers throughout the tenancy.

HOM Landlord Portal

Once you have a HOM-assisted tenancy, the HOM Landlord Portal in Padmission Journey provides access to tenancy information, program documents, and other tools for participating housing partners.

If you do not yet have a HOM-assisted resident, start by listing your available units through Padmission Connect.

 
Resident Support

HOM Housing Specialists work closely with service providers, case managers, clinics, and other community partners to help residents maintain successful housing.

Depending on the program and resident’s needs, supportive services may include case management, behavioral health services, transportation assistance, life-skills support, conflict resolution, crisis response, employment assistance, and other services designed to promote long-term housing stability.

Have a concern about an individual tenancy? Your assigned Housing Specialist can help coordinate with the resident and their service provider team.

If damage, unpaid charges, or eviction-related costs occur despite intervention efforts, property owners and operators may request reimbursement for eligible move-out charges in accordance with our Risk Mitigation Fund Guidelines.

The Damage Claim and Vacancy Loss Worksheet must be completed and submitted within 30 calendar days of the move-out inspection.
