Housing Assistance Payments (HAP) Contract

A Housing Assistance Payments (HAP) Contract is an agreement between HOM, Inc. and a property owner that allows rental assistance to be provided on behalf of an eligible household in the PSH program.

Under a HAP Contract:

  • HOM enters into an agreement with the property owner for a specific unit and household
  • HOM provides housing assistance payments directly to the owner for the contracted unit
  • The tenant resides in the unit while receiving assistance through the PSH program
  • Payments are issued according to the terms of the HAP Contract

The HAP Contract applies only to the specific household and unit identified in the agreement.

It includes:

  • Overview of the Permanent Supportive Housing (PSH) Program

Move-Out Process

When a tenancy ends, HOM is here to help property owners navigate the move-out process as smoothly as possible. Our team can answer questions about lease completion, final inspections, program requirements, and next steps.

If the tenancy is eligible for damage reimbursement or vacancy loss protections under the applicable housing program, property owners may submit the required documentation for review in accordance with current program guidelines.

No. HOM is not a voucher program. HOM administers housing assistance programs and provides housing-focused services that support property owners, participants, and community partners.

Through our landlord engagement services, HOM helps strengthen housing programs by providing resources, communication, technology tools, and support that make it easier for property owners and operators to participate in housing programs.

Yes. Similar to any other prospective tenant, property owners and operators use their standard rental application process, approval procedures, and tenant screening criteria for their properties.

HOM helps connect property owners with households receiving rental assistance who are searching for available housing opportunities. Property owners maintain their normal screening and leasing practices throughout the process.

HOM uses Padmission, an internet-based listing system that helps connect available rental units with households and housing professionals searching for housing opportunities.

Property owners can use Padmission to:

  • List available properties and units.
  • Provide important details such as location, rent amount, unit size, amenities, and availability.
  • Update vacancy information as units become available or are leased.

The HOM team provides support to help property owners create listings, update information, and make the most of the platform.

Padmission is one of the tools HOM uses to simplify communication between property owners, housing programs, and households seeking housing.

Rapid Rehousing (RRH) is a housing assistance program designed to help individuals and families experiencing homelessness quickly move into permanent housing and achieve housing stability.

Unlike Permanent Supportive Housing, which serves individuals with the highest and most intensive housing and service needs, Rapid Rehousing provides short-term rental assistance and supportive services to households that need temporary assistance to regain stability.

Through Rapid Rehousing programs:

  • Participants receive rental assistance and supportive services from housing stabilization case management providers and community service partners.
  • Participants contribute toward rent and utilities based on their income and applicable program guidelines.
  • Rental assistance gradually decreases as participants increase income and move toward self-sufficiency.

For participating property owners and operators, HOM provides:

  • The remaining portion of approved contract rent paid directly to the property owner or operator.
  • Support throughout the leasing and tenancy process.
  • Coordination with housing partners and service providers when needed.

In the event of an emergency, property owners should follow their standard safety and emergency procedures, just as they would with any other tenant. HOM does not expect property owners or managers to serve as crisis responders or service providers.

If a property owner is eligible for available risk mitigation protections under an applicable housing program, claims can be submitted through HOM’s established process.

To submit a claim, complete the required documentation and provide any supporting information requested by HOM. A member of the HOM team will review the submission and follow up regarding next steps.
